US Customs & Border Protection Proposed Rule Affecting Cruise Ships

A a new rule proposed by the US Customs & Border Protection Bureau (CBP), would make it impossible for cruise ships sailing on 3 or 4 day cruises from Los Angeles and/or Long Beach to call at Avalon, Catalina Island.  The proposed rule would require that foreign flagged ships spend at least 48 hours in a foreign port in order to satisfy provisions of the Passenger Vessel Services Act (PVSA).
